Smart Choice Algorythm, More likely to choose an item with a higher value.

I've got a particular type of class, CODE Public Class Word This particular class has a CODE Public ReadOnly Property Value I change the value through subs, but that's beside the point. Each of the classes start with a value of 5, and then either increase or decrease (by decimal values). I want to make it so that Words with a higher value are more likely to be chosen. The function needs to return the chosen Word, and also where that word is in the larger collection (an IBindingList), so I can change the value of it after I have worked with it.
